Job Summary

Nai Qala Association is seeking a Senior Finance Officer to lead its financial operations. The ideal candidate will be responsible for managing accounting systems, overseeing compliance with donor and regulatory standards, preparing financial reports, and supporting budgeting and planning processes. This role plays a key part in ensuring financial transparency, sustainability, and alignment with NQA’s strategic goals.

Job Responsibilities

1. Financial System & Accounting Management

  • Develop project-specific analytical accounts following NQA’s financial policies and donor requirements.
  • Oversee financial transactions, monitor payroll, verify payments and procurement requests.
  • Ensure all entries are recorded correctly in Odoo and aligned with budgets and donor expectations.
  • Review financial documents for accuracy, completeness, and compliance.

2. Banking & Cash Flow Oversight

  • Manage and reconcile bank records, disbursements, and receipts.
  • Monitor cash flow to ensure liquidity for program and administrative activities.

3. Reporting & Documentation

  • Prepare accurate and timely financial reports (monthly, quarterly, annual) for internal use, donors, and government agencies.
  • Review donor-specific financial statements before submission.

4. Budgeting & Forecasting

  • Collaborate with relevant teams to prepare and update project and operational budgets.
  • Submit timely fund requests aligned with project timelines and agreements.

5. Financial Planning & Analysis

  • Conduct financial analysis to evaluate organizational health and recommend improvements.
  • Provide projections to inform strategic planning and allocation of resources.

6. Risk & Compliance Management

  • Identify and mitigate financial risks.
  • Ensure strict compliance with all local laws, tax regulations, and donor policies.

7. Audit & Controls

  • Coordinate internal and external audits, ensure readiness of documentation.
  • Maintain transparent relationships with auditors, banks, and financial partners.
  • Deliver financial training and guidance to relevant staff.

8. Team Supervision

  • Supervise finance staff and ensure proper implementation of financial policies.
  • Collaborate with cross-functional teams to maintain financial discipline and program support.
  • Participate in relevant meetings and donor briefings.

9. Other Duties

  • Perform any additional tasks that contribute to the efficiency of the finance department or other units when required.
Job Requirements

Education:

  • Bachelor’s degree in Finance, Accounting, Economics, or Business Administration (required)
  • Master’s degree is a plus
  • Relevant certifications (CPA, ACCA, CMA) are desirable

Experience:

  • At least 6 years of progressive finance/accounting experience
  • 5+ years of experience with NGOs or donor-funded programs
  • Prior involvement in managing donor funds from agencies like USAID, ECHO, FCDO, UN, etc.

Technical Skills:

  • Proficiency in accounting tools (e.g., Odoo, QuickBooks)
  • Strong grasp of financial compliance, reporting standards, and audit protocols
  • Experience in creating and implementing internal controls and policies

Leadership & Communication:

  • Proven ability to coordinate across departments
  • Strong mentorship and leadership skills
  • Capable of explaining financial processes to non-finance teams

Language:

  • Fluent in English and Dari (spoken and written)
