Job Summary

AADA is seeking an experienced and organized HR Manager to lead and oversee the daily operations of its Human Resources department. The role involves managing the full spectrum of HR functions including recruitment, employee records, performance evaluation, payroll, and compliance. The HR Manager will also play a key role in maintaining staff records, developing HR systems, and ensuring adherence to AADA’s internal policies and Afghanistan’s labor laws. The ideal candidate will bring a proactive approach, excellent interpersonal skills, and a deep understanding of HR best practices.

Job Responsibilities
  • Lead and manage the daily operations of the Human Resources department.
  • Identify workforce needs and conduct end-to-end recruitment processes.
  • Facilitate performance reviews, staff development, and retention strategies.
  • Oversee the maintenance of accurate and updated employee records.
  • Supervise the preparation and processing of monthly attendance and payroll reports.
  • Ensure proper issuance and management of employment contracts and temporary appointments.
  • Administer employee leave plans, ensuring accuracy and compliance.
  • Guarantee proper documentation in line with legal and organizational HR standards.
  • Organize personnel files, ensuring confidentiality and accessibility.
  • Support internal investigations and disciplinary procedures as needed.
  • Monitor and verify payroll submissions in coordination with the finance department.
  • Track employee benefits, vacation balances, contract timelines, and salary advances.
  • Verify and certify payroll data for both main office and regional staff.
  • Maintain a centralized archive for resumes and job applications.
  • Generate HR reports and data analyses as requested by senior management.
  • Ensure comprehensive and up-to-date personnel files are maintained for all staff.
  • Develop and manage a system to track employment contract timelines and changes.
  • Assist during internal and external audits concerning HR documentation.
  • Perform additional duties as assigned by direct supervisors.
Job Requirements

  • Bachelor’s degree in Human Resource Management, Business Administration, Public Administration, or a related field.
  • Minimum of 5 years of relevant experience, including management of a workforce of 100–200 employees.
  • Proven ability to handle HR software and Microsoft Office applications effectively.
  • Strong organizational and communication skills.
  • Experience in managing HR audits, compliance, and policy enforcement.
