Job Summary
SDOA is seeking a strategic and experienced Program Manager to lead its program unit and oversee a diverse portfolio of development projects. The ideal candidate will provide visionary leadership, ensure high-quality program implementation, and maintain strong stakeholder relationships. The role demands a blend of strategic thinking, operational oversight, and field-based experience to manage programs effectively and in alignment with both donor expectations and community needs.
Job Responsibilities
Strategic Leadership & Planning
- Guide the overall direction and strategy of the program unit, ensuring alignment with organizational goals.
- Foster an environment of innovation, accountability, and impact-focused delivery.
- Design strategic work plans and ensure operational efficiency through realistic timelines and budget frameworks.
Program Implementation & Oversight
- Supervise project execution to ensure quality delivery, timeliness, and budget compliance.
- Approve project plans, timelines, and monitoring frameworks to ensure successful outcomes.
- Ensure the effective implementation of approved work plans across sectors.
Monitoring, Evaluation & Reporting
- Oversee performance monitoring systems and ensure accurate, timely data collection.
- Lead regular program evaluations and prepare comprehensive reports for donors and leadership.
- Ensure accountability and learning are integrated into program cycles.
Financial Management
- Manage project budgets in collaboration with the finance team, ensuring transparency and resource optimization.
- Ensure all expenditures comply with donor requirements and SDOA’s financial procedures.
Stakeholder Engagement & Representation
- Build and maintain collaborative partnerships with governmental bodies, donor agencies, NGOs, and community stakeholders.
- Facilitate regular stakeholder consultations and feedback loops to keep programs community-driven and relevant.
Proposal Development & Fundraising
- Identify new funding opportunities and contribute to proposal writing, concept development, and donor engagement.
- Support the expansion and diversification of SDOA’s funding base.
Team Development & Capacity Building
- Supervise and mentor project coordinators and field teams to enhance effectiveness and professionalism.
- Promote internal learning and capacity strengthening within the program unit.
Compliance & Risk Management
- Ensure programs adhere to legal, donor, and internal compliance frameworks.
- Identify operational risks and implement proactive mitigation strategies.
Organizational Collaboration
- Maintain close coordination with departments such as Finance, Monitoring & Evaluation, and Communications.
- Report directly to the Executive Director or Deputy Director and fulfill additional tasks as assigned.
Job Requirements
- Master’s degree in Development Studies, Social Sciences, Business Administration, or a related field.
- At least 7 years of progressive experience in program management, with a minimum of 3 years in a leadership role.
- Proven experience managing complex projects involving multiple stakeholders and sectors.
- Solid understanding of planning, M&E, financial tracking, and reporting systems.
- Familiarity with donor compliance frameworks (UN, USAID, EU, World Bank, etc.).
- Proficient in English; fluency in Dari or Pashto is required—fluency in both is a distinct advantage.
- Strong leadership, coordination, and communication skills.
