Job Summary

Kardan University is seeking a dynamic and experienced Human Resources Manager to oversee and lead its HR department. The role encompasses strategic and operational responsibilities across recruitment, employee relations, performance management, learning and development, and organizational compliance. This position also supports broader administrative functions within the University and plays a key role in maintaining a positive and productive workplace culture.

Job Responsibilities

Human Resources Operations & Administration

  • Oversee contract issuance, amendments, and maintenance of accurate employee records.
  • Manage hiring, transfers, promotions, terminations, and all associated data entries in HR systems.
  • Respond to HR-related inquiries, providing first-level support to staff and management.
  • Supervise database systems, ensure integrity of HR records, and handle routine audits.
  • Support payroll operations and maintain up-to-date documentation in line with Afghan labor regulations.
  • Process international faculty documentation including visas and permits.
  • Drive continuous improvement in HR systems and policies.

Recruitment & Onboarding

  • Assist departments with job description development and advertisement strategies.
  • Coordinate end-to-end recruitment including interview scheduling, applicant screening, and documentation.
  • Lead onboarding and orientation efforts for new staff.
  • Manage recruitment communication, including social media and job portals.

Learning & Development

  • Plan and execute staff training and professional development programs.
  • Track participation in training initiatives and update HR records accordingly.
  • Publish an annual calendar for learning events and maintain compliance documentation.
  • Monitor probation and performance review timelines and provide timely reports to leadership.

Internal Communication & Branding

  • Enhance employer branding through internal communication channels and career site updates.
  • Support dissemination of HR policies and key organizational updates via email and internal platforms.
  • Assist with strategic communication planning and ensure engagement through digital and traditional channels.
Job Requirements

  • A Master’s degree in Business Administration or a related field is essential.
  • Minimum of 5 years of proven experience in a senior HR management role.
  • Deep understanding of HR practices, Afghan Labor Law, and higher education dynamics.
  • Excellent skills in leadership, communication, policy development, and strategic planning.
  • Strong command of written and verbal English; Dari/Pashto proficiency is a plus.
