About Women for Women International
Women for Women International (WfWI) supports women in 17 conflict-affected countries worldwide, helping them rebuild their lives and communities. We focus on empowering women survivors of war and conflict, particularly those facing severe inequality.
Through education and vocational training, women in our programs gain essential skills to support their families, build businesses, improve their health, and advocate for their rights. For 30 years, WfWI has taken an integrated, data-driven approach, continuously evolving based on insights from our country teams and the women we serve.
Since 2002, WfWI has been active in five provinces of Afghanistan, providing women with vocational training in areas like animal husbandry, tailoring, and knitting. Participants also join savings and self-help groups, learning to invest in their businesses while receiving stipends. Our training helps women earn an income, make informed household decisions, and drive social change within their communities.
Our men’s engagement program works with male family members and community leaders, fostering allies who support women's empowerment. Additionally, WfWI partners with local grassroots organizations, led by women community leaders, to enhance their capacity and access to resources.
On a global level, WfWI advocates for women’s participation, voice, and leadership, ensuring they play a central role in shaping long-term change. By listening to women, we build a strong evidence base to influence decision-makers at all levels, creating a sustainable environment for women in conflict-affected regions.
Job Summary
The PCC Manager will assume a leadership role at Women for Women International’s Afghanistan Country Office, overseeing all aspects of Human Resources. This position is key to driving recruitment, compensation, staff training, professional development, employee relations, and performance management within the organization.
Key Responsibilities:
- Lead and manage safeguarding systems, including oversight of the Safeguarding Coordinator to ensure adherence to policies such as the Code of Conduct, Safeguarding Policy (PSEAH), Anti-Fraud and Corruption Policies, and the Disability, Equity, and Inclusion Policy.
- Cultivate a positive, inclusive, and ethical work environment, focusing on creating a culture of safety, integrity, and inclusion.
- Participate as a member of the Senior Management Team (SMT), collaborating closely with the Country Director, SMT, and WfWI’s global team to align the strategic staffing structure with program implementation goals.
- Oversee staff protection, motivation, and performance management, ensuring professional development and a productive, joyful work environment.
- Ensure compliance with global PCC policies and local labor laws, coordinating with WfWI’s global PCC team.
- Represent and embody WfWI’s values and culture, working with a global PCC matrix manager to lead global HR initiatives and provide technical support.
This role requires a strategic, people-centered leader dedicated to building an inclusive, high-performing workforce and ensuring compliance with HR standards at both the organizational and regulatory levels.
Job Responsibilities
The PCC Manager at Women for Women International (WfWI) will oversee all aspects of Human Resources (PCC) at the Afghanistan Country Office. This strategic leadership role focuses on recruitment, compensation and benefits, staff training, employee relations, performance management, and more. The PCC Manager will ensure a supportive and inclusive work environment while upholding WfWI’s values and global HR standards.
Key Responsibilities:
1. Staff Relations
- Address employee relations issues, working closely with the Senior Management Team (SMT) and Country Director to resolve conflicts efficiently, compassionately, and with proper follow-up.
- Develop and maintain initiatives that promote a positive, growth-oriented workplace.
- Foster open communication channels for staff to discuss confidential matters.
- Support investigations into employee grievances, collaborating with relevant stakeholders.
- Maintain documentation on employee relations issues and ensure fair, consistent decisions are made.
- Provide ongoing support for supervisors to enhance their people management skills.
2. Staff Wellbeing
- Implement and maintain wellbeing initiatives, working with SMT, Country Director, and other team members.
- Ensure access to therapy and wellbeing resources for all staff, utilizing surveys and feedback to assess needs and gaps.
- Promote a culture that prioritizes individual, team, and organizational wellbeing.
- Regularly check on staff wellbeing, using the information to improve organizational practices.
3. Professional Development and Performance Management
- Lead the development and implementation of professional development strategies for staff.
- Collaborate with the global PCC team to ensure a strong internal staff capacity program.
- Identify training needs, recommend programs, and oversee their implementation.
- Support supervisors in developing the skills to effectively guide and support their teams.
- Manage the annual performance management process, including training and tracking performance needs.
4. Staff Communications
- Improve internal processes to ensure staff engagement and participation in decisions impacting their employment and wellbeing.
- Prepare and communicate internal updates on relevant PCC issues, such as policy changes and new initiatives.
- Manage important announcements, ensuring they are shared through appropriate channels.
- Streamline communications within the PCC team for greater efficiency.
5. Safeguarding
- In collaboration with the Safeguarding Coordinator and global team, maintain an Afghanistan-specific safeguarding program.
- Ensure consistent onboarding and training for safeguarding policies and procedures.
- Maintain accessible and monitored reporting systems for staff and program participants.
- Support timely investigations of safeguarding cases and engage relevant stakeholders.
- Conduct annual country safeguarding assessments and use the findings to enhance practices.
6. PCC Team Management
- Recruit, train, and manage a high-performing PCC team across Afghanistan.
- Directly supervise 2-4 PCC officers and, in the strategic period, build a robust PCC team across regional offices.
- Manage and support the Safeguarding Coordinator, ensuring all safeguarding systems are upheld.
- Represent the PCC team at the Senior Management Team level.
- Oversee staff performance, setting objectives, development plans, and conducting regular evaluations.
7. Recruitment
- Develop a strategic recruitment plan aligned with organizational goals, ensuring compliance with policies and local laws.
- Improve onboarding processes to create a rich and comprehensive experience for new hires.
- Manage the exit interview process and use insights for staff retention strategies.
- Address recruitment needs in response to the Afghanistan office’s strategic plans.
8. Disability, Equity, Inclusion, and Belonging (DEIB)
- Implement organizational DEIB policies, ensuring their adaptation to the local context and fostering inclusion of diverse groups.
- Roll out DEIB staff onboarding and training, working closely with the Global PCC team.
- Monitor and report on DEIB progress, making adjustments based on feedback.
9. Payroll and Budget
- Oversee monthly payroll preparation, ensuring staff changes are correctly reflected.
- Advise the Country Director on staffing levels and assist with budget and proposal planning.
- Manage Human Resource Information Systems (HRIS) for efficient payroll and staff records management.
10. Compliance and Recordkeeping
- Ensure compliance with organizational policies, including safeguarding, anti-fraud, and inclusion policies.
- Proactively manage contracts for all labor types, ensuring compliance with local labor laws.
- Safeguard the accuracy and confidentiality of employee data and records.
11. Compensation and Benefits
- Oversee compensation and benefits administration, ensuring equity and compliance with internal policies and legal requirements.
- Conduct compensation surveys and collaborate with the Country Director to ensure competitive and fair packages.
- Review salary decisions for staff, contractors, and consultants, ensuring adherence to policies.

Job Requirements
Qualifications and Skills
- Educational Background:
- Master’s Degree in Human Resources or a related field, or equivalent experience in lieu of a formal qualification.
- Experience:
- A minimum of 5 years (ideally 7+ years) of management experience in human resources within a large organization, with INGO sector experience being a plus.
- Language Proficiency:
- Fluency in Dari or Pashto is required, with proficiency in both Dari and Pashto being preferred.
- Fluency in English is essential.
