AKHS, A primarily delivers healthcare services on behalf of the Government of Afghanistan, including the Ministry of Public Health’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). Uniquely positioned in both scale and scope, AKHS, A provides essential health services across the full continuum of care—from Community Health Workers (CHWs) to ISO-certified hospital facilities.

AKHS, A currently operates healthcare programs in the provinces of Bamyan, Baghlan, Badakhshan, Kabul, and Takhar. Its work encompasses primary and secondary healthcare, preventive and curative services, Nursing and Midwifery education, Human Resources Development, and Hospital Management. As an implementer of both BPHS and EPHS, AKHS, A offers technical assistance, builds healthcare capacity, and supports services such as immunization, nutrition training, and the training of Community Health Nurses and Midwives.

AKHS, A leverages both internal and external donor funding to provide supplementary and complementary support to the national health system. The organization is also at the forefront of healthcare innovation, having introduced e-Health services, e-learning programs, and cross-border health initiatives. To support environmental sustainability, AKHS, A is actively implementing net-zero emissions and greenhouse gas reduction initiatives.

Job Summary

The Provincial Project Manager is responsible for the overall planning, implementation, supervision, and reporting of project activities within the assigned province. This role ensures that project goals are achieved in line with performance indicators, organizational policies, and donor requirements. The position involves active coordination with internal teams and external stakeholders, capacity building of staff, and the delivery of high-quality harm reduction and healthcare services. The Provincial Project Manager plays a key role in monitoring and evaluation, promoting a supportive work environment, and ensuring compliance with MoPH, AKHS, and partner organization standards. Close collaboration with Aga Khan Foundation (AKF) and Aga Khan Education Services (AKES) is essential to support joint operations in areas such as finance, HR, and security.

Job Responsibilities
  1. Plan, implement, and supervise all project activities within the province on a regular basis.
  2. Develop and execute an annual action plan aligned with project performance indicators.
  3. Prepare and submit monthly and quarterly progress reports on project implementation.
  4. Foster an enabling and supportive environment in the project area.
  5. Strengthen staff capacity through the organization and delivery of training sessions.
  6. Participate in all official meetings, workshops, and events as required.
  7. Organize weekly and monthly coordination meetings to identify gaps and devise corrective actions or plans.
  8. Ensure the effective delivery of harm reduction services in Drop-In Centers (DICs) and through outreach activities.
  9. Maintain excellent communication with the project team and target groups.
  10. Operate in compliance with the policies and procedures of the Ministry of Public Health (MoPH) and AKHS, A.
  11. Ensure regular supportive supervision and monitoring are conducted, with timely corrective actions taken to address any weaknesses.
  12. Enforce the organization’s human resources policies, procedures, and guidelines in the province.
  13. Ensure project implementation aligns with organizational, MoPH, and donor regulations and expectations.
  14. Collaborate closely with Aga Khan Foundation (AKF) and Aga Khan Education Services (AKES) provincial teams to support and coordinate joint activities, particularly in areas of security, finance, and HR.
  15. Perform any other related duties as assigned by the line manager.
Job Requirements

  1. Bachelor’s degree in Medicine (Medical Doctor/MD).
  2. Willingness to travel up to 70% of the time across districts in the assigned provinces to fulfill job responsibilities.
  3. A minimum of three years of experience in the field of health and nutrition management.
  4. Strong oral and written communication skills, with the ability to manage and present information effectively.
  5. Solid managerial skills and a working knowledge of statistics and data management.
  6. Excellent reporting skills and attention to detail.
  7. Proven ability to work effectively with high-risk groups in challenging environments.
  8. Strong team player with the ability to work within a positive interdisciplinary team approach.
  9. Capable of identifying issues and providing solutions effectively.
  10. Proficiency in English and strong computer skills (including MS Office and data management tools).
