About Mutahid Development Finance Institution

Mutahid Development Finance Institution (MUTAHID)—meaning "United" in the local language—was founded on April 1, 2011. Its formation initially involved the merger of three microfinance institutions (MFIs): the Microfinance Agency for Development and Rehabilitation of Afghan Communities (MADRAC), Parwaz Microfinance Institution (PARWAZ), and Mofad Microfinance Company (MOFAD). Subsequently, three more MFIs joined the consolidation: Women for Women International Microfinance Afghanistan (WWI), Ariana Financial Services (AFS), and ChildFund Afghanistan Microfinance Limited (CFA MF).

The establishment of MUTAHID provided a valuable opportunity to unify the strengths of these individual institutions. It aimed to safeguard the substantial investments made in the sector over the years, resulting in the creation of a larger, more resilient, and sustainable microfinance institution. MUTAHID embodies a commitment to ethical principles, innovative ideas, and dedicated effort, all while incorporating lessons learned from prior experiences.

The Microfinance Investment Support Facility for Afghanistan (MISFA) plays a direct role in supporting MUTAHID through strategic guidance, capacity-building initiatives, and financial assistance. While part of MISFA operates autonomously, MUTAHID’s management focuses on ensuring a smooth and transparent transition—transferring high-quality clients, skilled staff, and key assets from the merging organizations.

Job Summary

The Branch Manager is tasked with developing strategic outreach and growth plans for their designated branch. They oversee field operations through the credit team within the assigned branch zone and ensure that all activities align with MUTAHID’s overall strategic objectives. A key responsibility of the Branch Manager is to enhance staff performance and operational efficiency, while also ensuring smooth coordination between the branch and the head office. Additionally, the Branch Manager serves as MUTAHID’s representative in external engagements, including meetings, forums, and seminars.

Key Responsibilities of the Branch Manager

Planning, Supervision, and Operational Control

  • Develop an annual staff capacity-building plan and ensure its timely and effective implementation.
  • Conduct feasibility studies and field surveys to identify potential areas or districts for branch expansion within the assigned zone.
  • Oversee and support Team Leaders by reviewing and guiding their daily activity plans.
  • Prepare and implement monthly financing plans for the branch.
  • Collaborate with the Regional Manager and Head of Operations to shape operational strategies and revise existing guidelines when necessary.
  • Collect, analyze, and process operational data from the branch and submit comprehensive reports to MUTAHID’s head office for further evaluation.
  • Ensure timely preparation and submission of weekly, monthly, quarterly, and annual performance reports to the head office.
  • Address and resolve operational challenges, while maintaining active engagement with community leaders and government authorities.
  • Hold client meetings to clearly explain the Murabaha financing process prior to check disbursement.
  • Coordinate timely submission of branch cash requests to the head office and ensure that all financial reports are accurate and submitted as scheduled.
  • Monitor program implementation in the branch to maintain high-quality standards, and submit detailed field visit reports to the Regional Manager, Head of Operations, and Chief Operations Officer.
  • Ensure proper and official use of all MUTAHID assets, including vehicles and equipment.
  • Approve leave requests for branch staff.
  • Continuously assess staff performance, ensuring that contractual targets—especially in financing management—are being met.
  • Conduct regular and unannounced field visits to maintain oversight of operations.
  • Participate in monthly senior management meetings to address staff concerns and relay resolutions from leadership back to the team.
  • Ensure full compliance with Sharia principles, particularly within the Murabaha process.
Job Requirements

Qualifications and Experience Required

  • Team Management: Minimum of 3 to 5 years of proven experience in managing and supervising teams.
  • Education: A university diploma is required; a degree in Economics, Banking, or Finance is preferred.
  • Relevant Experience: Background in private sector business, credit, trade, or manufacturing is considered an asset.
  • Professional Traits: Strong initiative, integrity, and self-management skills, with the ability to work independently while maintaining regular coordination with senior leadership.
  • Field Exposure: Prior experience working in field environments such as bazaars or local markets is advantageous.
  • Communication: Excellent interpersonal and communication skills are essential.
  • Language: Proficiency in English is mandatory.
  • Technical Skills: Familiarity with computer applications such as word processing, data entry, and database management is an added benefit.

HR Capabilities: Ability to assess, recruit, train, motivate, and support staff effectively.
