Parniyan Training Centre and Rehabilitation Organization (PTCRO) is an independent, non-political, and non-profit entity committed to providing humanitarian assistance, fostering development, and contributing to the reconstruction of Afghanistan.

Established in 2003 and officially registered with the Ministry of Economy on May 11, 2006, PTCRO brings nearly 20 years of experience delivering humanitarian aid and development projects across the country.

PTCRO’s programs aim to strengthen economic resilience by generating employment opportunities and creating sustainable livelihoods, particularly for youth, women, internally displaced persons (IDPs), returnees, host communities, and vulnerable rural populations.

These initiatives span sectors such as construction management, education, livelihoods, agriculture, child protection, health, WASH (Water, Sanitation, and Hygiene), emergency shelter, and non-food item distribution, impacting 24 provinces nationwide.

Job Summary

The Procurement Officer will be responsible for efficiently managing the sourcing and purchasing processes to meet PTCRO’s operational needs. This role requires strict adherence to procurement policies, ensuring transparency, value for money, and compliance with organizational and donor requirements. The officer will oversee supplier relationships, contract negotiations, and maintain thorough procurement records to facilitate smooth project delivery.

Job Responsibilities

Organize and oversee procurement activities based on organizational and project-specific needs.

Source and maintain a database of reliable suppliers.

Solicit quotations, manage tendering processes, and ensure transparent selection procedures.

Negotiate optimal pricing and contractual terms with suppliers.

Draft and issue purchase orders and contracts; ensure timely delivery of goods and services.

Monitor and evaluate supplier performance, resolving any quality or delivery issues.

Maintain complete and well-organized procurement documentation.

Collaborate with finance, logistics, and program teams to ensure procurement aligns with operational plans.

Support compliance with internal policies and external donor regulations.

Prepare procurement reports for internal management and donors.

Develop project-specific procurement plans and track their implementation.

Follow up on the status of goods, construction materials, and services procured locally.

Represent PTCRO in procurement-related meetings and workshops.

Prepare payment requests and related procurement paperwork.

Perform additional duties as assigned by the supervisor.

Job Requirements

Bachelor’s degree in Social Sciences, Business Administration, Commerce, Development Studies, Law, or related fields (Master’s degree preferred).

At least 5 years of professional procurement experience in sectors such as construction, development, humanitarian aid, or education.

Strong interpersonal skills with the ability to work collaboratively with diverse national and international teams.

Familiarity with procurement regulations of donors like USAID, UN agencies, and the EU is highly desirable.

Excellent English communication skills (written and spoken); proficiency in Pashto and/or Dari is a plus.

Strong organizational skills, with the ability to prioritize and meet deadlines.

Ability to work under pressure and willingness to travel to project sites as required.
