Job Summary
The Provincial Polio Officer will coordinate polio eradication initiatives, ensure high-quality Acute Flaccid Paralysis (AFP) surveillance, and support routine immunization efforts (EPI) through the Polio Eradication Initiative (PEI) program.
This position focuses on strengthening polio eradication efforts in Shah Wali Kot District by planning, implementing, and evaluating supplementary immunization campaigns (SIAs), enhancing AFP surveillance, and supporting routine immunization. Improving the quality of these interventions remains a top priority.
Job Responsibilities
Program Management:
- Oversee PEI activities in the assigned province.
- Lead AFP surveillance initiatives.
- Supervise District Polio Officers (DPOs), Cluster Supervisors, and Front-Line Workers (FLWs).
- Conduct NIDs (National Immunization Days) and SIAs.
- Support and supervise routine immunization activities and Polio Task Teams (PTTs).
- Select volunteers and compile comprehensive provincial micro-plans.
- Coordinate all AFP-related activities at the provincial level.
AFP Surveillance:
- Act as the primary contact for AFP case notifications.
- Prepare and implement monthly AFP surveillance plans.
- Investigate AFP cases ensuring compliance with SOPs regarding reporting timeliness, data quality, and specimen handling.
- Maintain an updated network of healthcare facilities and reporting volunteers.
- Conduct trainings for AFP focal points and volunteers.
- Monitor and report on AFP surveillance performance and ensure complete, timely zero reporting.
- Investigate cases with inadequate stool samples and special cases (L20B+ve, compatible, or WPV cases) and submit detailed reports.
- Assist the Ministry of Public Health (MoPH) in vaccine-preventable disease surveillance and AEFI (Adverse Events Following Immunization) reporting.
Supplementary Immunization Activities (SIAs):
- Update and support the development of detailed micro-plans for SIAs.
- Help select and train vaccinators and supervisors for campaign activities.
- Oversee social mobilization efforts before and during immunization campaigns.
- Facilitate intra-campaign and post-campaign monitoring, including Post-Campaign Monitoring (PCM) and Lot Quality Assurance Sampling (LQAS) surveys.
- Organize post-campaign review meetings and coordinate with partners.
- Assist District Polio Officers in planning, monitoring, and reporting campaign activities.
Routine Immunization (EPI) Support:
- Assist partners with training, micro-planning, and supervision of EPI activities.
- Facilitate regular coordination among PEI and EPI stakeholders.
Other Duties:
- Support the Regional Team Leader and Medical Officer on assigned tasks, including emergency responses coordinated by the Regional Emergency Operations Center (EOC) and Regional Rapid Response Teams (RRRT).
- Ensure operational funds are managed transparently and effectively.
Job Requirements
Qualifications and Experience:
- Must be an Afghan national.
- Medical Doctor (MD) degree is mandatory; a Master’s degree in Public Health or Epidemiology is an advantage.
- At least 5 years of technical and managerial experience, preferably in polio eradication initiatives; experience with international agencies is highly desirable.
- Strong command of English and local languages.
- Proficient computer skills (Word, Excel, PowerPoint, Internet browsers).
- Experience maintaining AFP surveillance databases.
- Familiarity with the region of assignment or demonstrable affiliation.
